Amendment to the federal disaster act to include riots in the same category…as natural disasters like earthquakes…food, shelter, hospitalization…on a long term basis it would give cities priorities in federal programs, it would provide tax benefits to the businesses…it would generally send the same assistance to cities suffering from riots as those that are hit by flooding or an earthquake

Subject: 1968 riots
'68 riots. Bad time for Baltimore.

08:12 #3 scoring was Curt Blefary.

10:42 Corner of Greenmount and North Avenue. Knew that corner well
waiting for the #8 bus to Catonsville.

19:42 3:30 p.m. Blacks and whites work together to quell four fires
beside the B&O tracks near Howard, Sisson, and 26th streets on the west side.

Just a few blocks west of the collapse of 26th Street down onto the B&O tracks
(now CSX) between Charles and St Paul St. April 30th, 2014.
